Standards for Accessibility Conformance Reports

As required by TSUS EIR Accessibility Policy, Texas State is required to review accessibility conformance reports (ACR) for procured EIR. Below are the types of ACR that are deemed acceptable to submit during an evaluation.

  • A VPAT® or an equivalent accessibility conformance report
  • Reliable evidence demonstrating the vendor’s ability to produce accessible EIR products and services. This may include internal accessibility policies, contractual accessibility warranties, accessibility testing reports, or examples of prior work demonstrating accessibility compliance.

VPAT have variable conformance levels including A, AA, and AAA as well as versions that are commonly stated on the report. Below are the required standards and the types of EIR that are covered.

  • Texas State must evaluate Web Content Accessibility Guidelines (WCAG) A and AA criteria. AAA criteria are not covered by the law.
  • For web and mobile applications, WCAG 2.1 A and AA criteria must be evaluated.
  • For operating systems, standalone software applications, printers, or closed systems with no connection to cloud technology, WCAG 2.0 A and AA criteria are acceptable during review.
